The Strategic Plan 2023 (SP2023) adopted by the Administrative Council of the European Patent Organisation in June 2019 highlights the strategic importance of talent management, the modernisation and improvement of the EPO's HR service delivery model to managers and employees, as well as employee engagement.
Within the Directorate-General Corporate Services, human resources (HR) functions are split between two principal directorates, one in charge of customer services and talent management, and another in charge of policymaking, employment law and workforce planning:
The Principal Directorate Corporate Policies is responsible for an area comprising the following directorates:
- Directorate Compensation and Benefits: responsible for designing policies related to the employee package and for managing the different social-security schemes from a long‑term social and financial sustainability perspective;
- Directorate Employment Law: responsible for the legal drafting of rules governing relations between employees and the Office, as well as for the settlement of employment law disputes;
- Directorate Workforce Planning and Employee Policies: newly created directorate responsible for all social/corporate policies not related to compensation and benefits, including but not limited to policies on education/childcare facilities, diversity and inclusion, time/leave arrangements, teleworking, health and well‑being, code of conduct, secondment/mobility, extensions/conversions and performance management.
Aligned with SP2023, these policies will be developed in close co-operation with D Talent Management and the business areas, and will require strong project management capabilities throughout the whole policy cycle from conception to implementation. The directorate will conduct regular policy reviews and monitor and track implementation to measure benefits. It will also develop an Office‑wide workforce planning process to help business areas design their target organisation/staffing, assess staffing requests and ensure proactive management of succession planning.
The Directorate Workforce Planning and Employee Policies is looking for multidisciplinary profiles combining expert HR knowledge and project management skills.
Your main responsibilities
- Planning the time and resources needed for projects
- Ensuring on-time delivery of key project milestones
- Acting as central point of contact for your area of expertise
- Co-ordinating with relevant stakeholders (e.g. senior management, PD Customer Interface and Employee Engagement, BIT, Finance, and other DGs)
- Monitoring progress, providing solutions and drafting content, including communication plans
- Ensuring alignment of proposals with strategic objectives and compliance with the applicable legal framework

Diploma of completed studies at master's level or – in exceptional cases – equivalent professional experience.
Excellent knowledge (at least C1) of one official language (English, French and German) and the ability to understand the other two. In exceptional cases, excellent knowledge (at least C1) of one official language and working knowledge (at least B2) of another. In such cases, the willingness to learn the third language and to reach level B2 within a set time frame would be required.
Citizenship of one of the member states of the European Patent Organisation.
Process and timeline
The successful candidate will be selected on the basis of qualifications and relevant experience, supplemented as appropriate by interviews, tests and/or a personality questionnaire. Interviews are expected to take place in week 5 2020.
